Our model is simple. We develop PSH communities three times faster and at a quarter of the cost of traditional affordable housing developers. We do this by using private equity financing, building entirely “by right”, and employing modular manufacturing to build shared housing units for our tenants.

Our flagship development at 820 West Colden Avenue in Los Angeles opened its doors to 32 homeless neighbors and one resident manager in November 2018. It cost $3.85 million ($117,000/person), was permitted in 3 months and its active construction time was 7 months. The Steaven K Jones Supportive Community has 8 4-BR units, a manager’s unit and a community room.

Each tenant has his or her own private bedroom, and share a kitchen, a bathroom and a living/dining area. The space is light and bright, with high 8’10” ceilings and operable windows. We used quality finishes, such as luxury vinyl tile floors and solid surface counters. Each unit is fully insulated and has heating and air conditioning. The bedrooms have fans for air circulation. The ground floor is ADA-compliant (with roll-in showers for disabled tenants) and the upper floors are ADA-adaptable. We have a gurney-sized elevator as well.

Our development has been designed specifically for the people that will be living in them. We have deliberately built near transit corridors and within walking distance to retail for daily needs.

Our development features a community room which includes space for group meetings, laundry facilities and an office for the on- site case managers to meet privately with tenants. The outdoor space includes a break out group meeting area, a BBQ/lounge area, a dog play area, smoking area and community vegetable garden. We also provide an on-site manager to manage facility issues. The development is equipped with security cameras to ensure that our tenants are safe.

The entire development has been master leased to People Co, LLC, a subsidiary of The People Concern, one of Los Angeles County’s largest social services agencies. This non-profit organization provides highly effective, fully integrated services to the most traumatized, vulnerable members of our community—homeless individuals, victims of domestic violence, challenged youth, and people dealing with severe physical or mental illness or substance abuse.

The lease is for 20 years and has annual CPI adjustments. The People Concern helps its clients qualify for social security with disability benefits and other housing subsidies, if available. Those who are not eligible for subsidies pay $550 per month for rent. Those who qualify for some sort of subsidy pay ⅓ of their monthly income as rent and the subsidy pays the remainder up to a pre-determined “fair market rate”. Generally, these subsidies are expected to remain in place for a period of no less than 15 years.

The People Concern also provides the wraparound, supportive services which are essential to keeping its clients housed. These services include case management, which can involve ensuring that a participant makes and keeps critical appointments, sets and attains short and long-term goals, manages her expenses on a very limited budget, participates in agency-offered wellness activities designed to address issues such as diet and smoking, and adapts to her new environment. Agency staff also provide in-home medical care, mental health care, and substance abuse services. Permanent housing participants who receive these services achieve impressive results: over 92% retain their housing for longer than one year.
